By uninstalling a program it means to remove it from your PC. The reasons can be different like you wish to uninstall a program from your computer if you are not using it anymore so by uninstalling it you will free up some space on your hard disk, the free space is important when installing new programs as they require free space.
To uninstall a program usually you have to use the integrated Windows program called “Programs and Features”. Also from there you can Change a program if it allows it. Changing a program means to change some of its basic settings.
Here is how you uninstall or change a program:

To uninstall a program you will need to open Programs and Features. You can find Control Panel from the start menu, and from Control Panel open Programs and Features. Or you can type in your Start Menu: Programs and Features, and you will be able to launch it from there.
Then from the Programs and Features list. Find the program you want to remote from your computer, select it and click Uninstall to remove it from your computer. There you also have Change, which will allow you to change some basic settings. Note, that you will also have Repair option on some old version of Windows, which will help you in case if the program is damaged, repairing will remove and install the damaged files of the program and make it work.
